Distributed Solar: India's Surge and Implementation Gaps

India's transition to decentralised clean energy has entered a decisive phase. Distributed energy resources (DER), particularly rooftop solar, have expanded dramatically, yet structural bottlenecks continue to constrain their full potential — a tension between policy ambition and ground-level execution that shapes the road ahead.

India’s Rapid Strides

  • India's distributed solar capacity has surged more than seventeenfold, rising to 31.5 GW in FY2026 from a mere 1.8 GW in FY2018.
  • This growth has been anchored by two flagship schemes — Pradhan Mantri Surya Ghar Muft Bijli Yojana and Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM KUSUM) — supported by diverse CAPEX, RESCO and OPEX-based business models that have broadened market participation across urban and rural areas.
  • Rooftop capacity alone grew from 1.1 GW to 25.7 GW, while off-grid solar pumps expanded eightfold.

Implementation Bottlenecks

  • Approval delays remain chronic — prescribed timelines are routinely breached in practice.
  • Consumers face regulatory uncertainty around net metering, banking and open access, while financing gaps, especially for farmers and small enterprises, persist.
  • Smart metering and network visibility, essential for grid integration, remain patchy across states.

What Needs to be Done

Bridging this implementation gap demands harmonised net metering norms, time-bound clearances, wider blended finance mechanisms, and accelerated smart meter rollout. Scaling virtual power plants and integrating electric vehicles into grid architecture could further strengthen system flexibility, ensuring India's decentralised energy transition matches the scale of its ambition.
